If you want to ensure 150s, you have to toggle the button for that, but you'll need to be prepared to get continually tortured by level 150 pests, like hard-to-kill dilos just ... To get it to stop reverting to you must also add/change to <singleplayersettings=false>and <maxdifficulty=true> in the ini. Max difficulty of 1 means level 150 is the highest level that can spawn.
