I think it is possible for probably 75% of the game on your hardware. There are great dynamic fps mods so you won't get any slow downs at least during framedrops. I would recommend running yuzu EA 3617, and run totk version 1.1.1

Mine do with the 60 FPS patch on Yuzu. Edit: If you want fixed cutscenes at 60 FPS, you must use a separate mod. The 60 FPS patch does not fix them. Please correct me if I’m wrong.
