Along with what others have said, it also gives you something to level up again if you're trying to level up overall. I'm trying to get to 80 and I've made Smithing legendary 3 times now because it's easy for me to level it back up to 100 again. Ok. So can I just reuse the perk points to add back to that same skill? Perk points are from leveling up. You get levels by increasing skill levels. With legendary, you can reset a skill level without losing the perk points you got from the level ups you got from training it. You can then get additional perks from training it and leveling up again. Either make the skill legendary once it reaches 100 or by defeating Miraak and gaining access to the black book there allowing you to spend 1 dragon soul to reset a skills perks.
