Mar 17, 2022 · Going to the Altus Plateau at all triggers the world-state to update, emptying out Redmane Castle. At some point, much later in the game, the castle was repopulated, and I could collect the items and fight the boss. I don't know what triggered it, but fighting Radahn and completing the festival was not enough.
