The problem is that the game adjusts trainers based on your highest level pokemon which can kind of trap you. All of my trainers are level 22+ but wild pokemon are like 9-12 and when i try to level up a wild pokemon the exp share levels up my higher level ones. It just creates a vicious cycle lol.
