Yeah the base Opti camo is kinda useless, I’d try and upgrade it to at least level 1-2 as quickly as possible. The upgrades aren't just about making it last longer or recharge faster. They also allow you to do more things while using it. For example the base when you first get it, you can't sprint or it will shut off. Wildlands takes place before future soldier, a prequel basically. And the dlc John Kozak is young and was field testing the new (old-ish in future soldier) tech.
