The best race for ki blasts hands down is the Frieza race. Between the three races you listed however, saiyans have more raw power in Super Vegeta 2 while earthlings have much better sustainability with Potential Unleashed. If you want to cheese PVP then just pick a saiyan, go Super Vegeta 2 and spam go go gum/dragon flash bullet. FTFY.
Strike supers go up by 10% damage, with ssj3 giving a 20%. And basic attacks get hella strong. Ssbe gives a bigger boost, but that's to everything, and if you wanna run it effectively, probably gunna need a skill slot for meditation to cope with the energy drain. So I'd say ordinary ssj is your best bet. 3.
