Precons have changed over the years and the last time they made mono colored decks was in 2014. All 40K decks were benefited by having that many new cards created to support their themes but we have to recognize that Mono Black artifacts wasn't exactly a well-supported archetype to begin with.

Yes. Quality is suffering as a result of three major events. The increase in the size and scope of magic. Not just the number of individual products, but the number of people buying each product. More people buying = more need to print, and larger print orders means more QC issues slipping through the cracks. COVID.

When to buy, your guess is as good as anyones. Based off pricing now it doesnt look like a bad bet. Necron dynasties is the highest one to probably spec on just for the desired cards and arts included in it. Makes sense, I would likely be buying sets a of all 4 for ~$215 each.
