It is smoking and hot to the touch (on the brass post and overall). Just like the info on Kennedy diesel page. Holes are below the filter. Reinstalled the air box an filter. Pulled the power lead from the heater and reset power loop with ~12V showing for the circuit to the heater without heater in the loop. So, it seems the heater itself is toasted out.
