The amount of each district and the size are randomly generated at the start of the game. If you want the class of planet to matter as far of type of districts, you will have to use mods.

Yes, full industry planets are absolutely worth it (though always go with either Forge or Factory designation, never the 50/50 Industry). Industry districts should not be mixed elsewhere.
