It is ALOT harder to make Izanagi keep up than to just ditch him. You have to grind stats via shuffle time. Grind Levels (persona levels do factor into hit rate and damage) Grind Skill Cards in shuffle time or spend time. Put up with his extreme lack of resistances. And ditch one of the key mechanics of the game.
