There's still a server running for black ops 2. When you select multiplayer at the main menu it has to connect to their server. If you play on an Xbox for example, and set up your firewall to only allow connections from the Xbox live server, and you selected multiplayer, it would fail to connect even though you're online.
If you are interested in multiplayer, BO2 suffers from low player counts on PC. Depending on region and time of day, you may be able to find lobbies of Core TDM but anything beyond that is unlikely.
