Farm the mod at the two vendors in Watoga. The Enclave Plasma Rifle with Flamer Mod already attached can also randomly drop from the Dropped Connection event. I've had the most luck at Harper's Ferry, but the others can drop it to, it just seems to be at a lower rate, at least for me.

I suppose it might depend on what attachments you have on it. I changed the flamer attachment to automatic barrel and the automatic rifle perks increased it's damage.
