So I've heard the best way to get these is scrapping books/schematics that teach your character how to do something.
You can get the skill pages by scrapping recipe books. Find a couple bookstores and go crazy and you will have enough in no time. You need 150 to create a farmer skill book which is needed for the mastery book and an additional 450 to complete the recipe in addition to ink, quills, and paper.
The top cap is 200 and min cap is 60-70. There is a perk under athletics that increases it. Don't rely on the trader guards to kill zombies.
