The governor hole is 1/4" and if you remove the oil sensor while you're in there it's 7/16". Tap them if possible, use fine thread bolts and red loctite. If you do the oil sensor too you'll need to cut the bolt because you won't be able to find one short 😜 enough. Just look at how deep the hole is and eyeball it.

The governor setting can adjusted, but by changing the hole the spring is connected to. IMO, the two are completely different things. A governor works to limit RPMs. A throttle stop works to limit power. BTW, since it is a 212cc on a Dingo with (assuming) 18" Tires you should be using a Torque Converter. If a 30 series with 6" Driven pulley, it will have a 10% overdrive. If you gear the kart 6:1 with a TC, in overdrive it will be 5.4 :1. 5000 RPM. 5.4 :1 Gear Ratio.
