I really think its a traffic problem . => not enough traffic capacity to import all the goods you need => not enough traffic capacity to import all the resources you need => IF goods are imported with higher priority than raw materials, thats your problem.. Try to make your outside connections go to industry first before going to commercial.Make sure these sections are connected by cargo train stations.
